Syria divisions laid bare as Tories savage Ed Miliband

Britain's political leaders have been embroiled in one of the most serious disagreements on foreign policy in a generation as Downing Street accused Ed Miliband of giving "succour" to the Assad regime by failing to agree to a united front in parliament.
As divisions over Syria raised questions in Washington about whether David Cameron would be able to secure support for British involvement in military strikes against Syria, the cabinet turned on Miliband for failing to support the prime minister.
A row between the party leaderships broke out when Labour said Craig Oliver, Cameron's director of communications, had accused Miliband of giving support the Syrian regime by refusing to agree to a Commons vote on military action on Thursday. Labour said the language used was "infantile".

Rolf Harris

TV presenter Rolf Harris has been charged with nine counts of indecent assault and four of making indecent images of children, police have said.
Mr Harris was first arrested in March by officers investigating historical allegations of child sexual abuse.
Six offences relate to the indecent assault of a girl aged 15-16 between 1980 and 1981 and three relate to a girl aged 14 in 1986.
The indecent images of children were alleged to have been made last year.
Mr Harris, 83, of Bray, Berkshire, will appear at Westminster Magistrates' Court on 23 September. Mr Harris' lawyers have not publicly responded to the charges.

MAHAKAMA ya Hakimu Mkazi Kisutu, inatarajia kutoa uamuzi wa dhamana dhidi ya raia wa Bulgaria, Todor Peev Peev (38), Mkazi wa Mbezi Beach aliyefikishwa mahakamani hapo akikabiliwa na makosa 20 ya wizi wa fedha kwenye mashine za ATM Agosti 27, mwaka huu
.

Hakimu anayesikiliza kesi hiyo, Waliarwande Lema, alisema kuwa kutokana na mabishano baina ya upande wa serikali na mawakili wa mshtakiwa, mahakama itatoa uamuzi kama mshtakiwa atapata dhamana au la kwa mujibu wa sheria. 


Mawakili wa mshtakiwa Aren Mwakyoma na Mathias Kisengu, waliiomba mahakama impatie mteja wao dhamana kwa kuwa ni raia wa Tanzania na makazi yake ni jijini Dar es Salaam na ana watoto wawili ambao wanamtegemea.

Wakili Kisengu, alisema kuwa pia mshtakiwa wakati anakamatwa aliumizwa na kushonwa nyuzi sita hivyo akiwa nje ni rahisi sana kupata matibabu.Awali, ilidaiwa kuwa Julai 28 na Agosti mosi, mbili, tatu na nne mwaka huu, maeneo mbalimbali Jijini Dar es Salaam, mshtakiwa aliiba fedha kwenye akaunti mbalimbali kwenye mashine za ATM.

SIKU chache baada ya trafiki feki mwenye cheo cha sajini kukamatwa jijini Dar es Salaam akiongoza magari, mapya yamezidi kuibuka baada ya Jeshi la Polisi Kanda Maalum ya Dar es Salaam kufanikiwa kuwakamata watu saba wanaotuhumiwa kuwa majambazi wakiwa wamevalia sare za jeshi hilo wakiwa na vyeo tofauti. 
 
Mbali watu hao, Polisi pia amemkamata mkazi mwingine wa jijini Dar es Salaam akijifanya Ofisa wa Usalama wa Taifa, huku akiwa na nyaraka mbalimbali za Serikali kutoka Ofisi za Uhamiaji na kitambulisho chake cha kazi, ambacho alikuwa akikitumia kabla ya kustaafu Jeshi la Ulinzi la Wananchi wa Tanzania (JWTZ). Pia alikamatwa na bastola mbili zikiwa na risasi 12 na baada ya kufanyiwa upekuzi nyumbani kwake alibainika kumiliki bastola nyingine ya tatu ikiwa na risasi 19.
 
Kukamatwa kwa watu hao kulithibitishwa na Kamishna wa Polisi Kanda Maalum ya Dar es Salaam, Sulemain Kova, alipozungumza na waandishi wa habari ofisini kwake jana.

Alisema katika tukio la kwanza Polisi walifanikiwa kukamata watu saba wanaodaiwa kuwa majambazi wakiwa wamevalia sare hizo, huku mmoja akiwa na cheo cha Meja ambapo sare yake ilionesha beji inayosomeka SSGT A.M Mduvike.

Siri imefichuka ya jinsi gani mtu ambaye aliyejifanya askari wa Kikosi cha Usalama Barabarani, James  Juma Hussein (45), alivyokamatwa wakati akiwa ‘kazini’ eneo la Kinyerezi Mnara, Jijini Dar es Salaam mwishoni mwa wiki.

Uchunguzi uliofanywa na Mwananchi na kuthibitishwa na mmoja kati ya askari walioshiriki katika kumkamata zinabainisha kuwa mtuhumiwa huyo ambaye anatarajiwa kupandishwa kizimbani leo (Jumatatu), alitiwa mbaroni baada ya kulisimamisha gari binafsi la mmoja kati ya makamishna wa polisi.
Inadaiwa kuwa siku ya tukio askari huyo alisimamisha gari la bosi huyo wa polisi ambaye alitii sheria na kabla ya maelezo zaidi kutoka kwa askari huyo feki wa usalama barabarani, mkuu huyo alijitambulisha kwa askari huyo.
Askari huyo wa Kituo cha Stakishari alisema: “Inapotokea askari mwenye cheo cha juu anapojitambulisha pengine kwa kuwa hukumfahamu kabla, kinachofuata ni saluti kabla ya kumruhusu kuendelea na safari lakini kitu hicho hakikufanyika hali ambayo ilimfanya bosi huyo akasirike.
Kinaeleza chanzo hicho kuwa askari waliotumwa kumfuatilia walipofika eneo hilo kwa ajili ya kumtambua na kumchukulia hatua za kinidhamu kwa kosa alilofanya, waliposimamisha gari na kumuita alitimua mbio kabla ya kutiwa mbaroni na kujifanya amepoteza fahamu mara baada ya kumdaka.
Askari hao walimbeba na kumpandisha  katika gari ‘defender’ hadi Kituo cha Polisi Stakishari ambako amefunguliwa jalada la kujifanya askari wa usalama barabarani akijua kuwa si kweli na atafikishwa mahakamani leo kujibu mashtaka yanayomkabili.

Dar es Salaam. Uhusiano kati ya Tanzania na Rwanda unazidi kudorora kutokana vyombo vya habari na baadhi ya maofisa wa nchi hiyo kuanza ‘kuichokonoa familia ya Rais Jakaya Kikwete’.
Tovuti ya News of Rwanda, imedai kuwa mke wa Rais, Salma Kikwete ni ndugu wa kiongozi wa zamani wa taifa hilo, Juvenal Habyarimana ambaye aliuawa kwenye ajali ya ndege wakati akitokea nchini Tanzania mwaka 1993.
Madai hayo yametokana na mtandao wa Wiki Leaks, ambao ulinasa mawasiliano kati ya Ubalozi wa Marekani nchini na Serikali ya nchi hiyo. Kadhalika taarifa hiyo ya Wiki Leaks imenukuliwa na magazeti mengine ya Rwanda likiwamo gazeti maarufu la New Times.
Hata hivyo, Msemaji wa Serikali ambaye ni Mkurugenzi wa Idara ya Habari (Maelezo), Assah Mwambene amekanusha taarifa hizo zinazodai kuwa Rais Kikwete ni shemeji yake na Habyarimana.

HATMA ya maofisa wanaoruhusu kupitishwa dawa za kulevya katika Uwanja wa ndege wa Kimataifa wa Mwalimu Julius Nyerere (JNIA), imewadia kufuatia Waziri wa Uchukuzi, Dk 
Harrison Mwakyembe, kuwaweka kitimoto viongozi wa idara nne watoe taarifa ni kwa nini uwanja huo umekuwa uchochoro wa kupitisha dawa hizo.


Pia ametaka maofisa hao kutoka idara ya Mamlaka ya Viwanja vya ndege Tanzania (TAA), Mamlaka ya Usafiri wa Anga Tanzania, Jeshi la Polisi na Usalama wa Taifa kutaja majina ya watumishi wanaohusika kula njama na wasafirishaji wa dawa za kulevya kupitia uwanja huo ili aweze kuwachukulia hatua.


"Bado naendelea na vikao, kifupi nimetaka maofisa wa TAA, Anga, Polisi na Usalama wa Taifa wanipe taarifa haraka ni kwa nini uwanja wa JNIA umekuwa uchochoro wa kupitisha dawa za kulevya", alisema Dk Mwakyembe.

Aliongeza "nataka wataje wahusika wa biashara ya dawa za kulevya, nani aliacha mwanya hadi watu hao wakapita na dawa hizo, baada ya hapo ntachukua hatua",
Kabla ya kuwaweka kitimoto maofisa wa idara hizo, Dr Mwakyembe alifika katika uwanja wa JNIA kuzindua Kamati mpya ya Taifa ya Usalama wa Anga.

Vigogo wahusishwa na ujangili

MWENYEKITI wa Kamati ya Kudumu ya Bunge ya Ardhi, Maliasili na Utalii, James Lembeli, amesema kuna kila dalili kwamba baadhi ya vigogo serikalini wanahusika na biashara ya meno ya tembo nchini.





Matukio ya watu kukamatwa na meno ya tembo nchini yameongezeka siku hadi siku kwa kuwa Julai 29, mwaka huu, watu tisa walikamatwa na meno ya tembo, wawili kati yao wakiwa polisi wa Kituo cha Oysterbay, Dar es Salaam waliokamatwa Kisarawe, mkoani Pwani, wakisafirisha meno 70 ya tembo (kilo 305) kinyume cha sheria.


Lembeli aliyasema hayo katika kikao cha pamoja kati ya kamati yake na watendaji wa Wizara ya Maliasili na Utalii jijini jana na kusema kuwa meno hayo kwa hesabu za kawaida ni sawa na tembo 35, thamani yake ni zaidi ya sh milioni 850, huku juzi raia wa Uingereza Robert Dewar akikamatwa nchini akiwa na nyara za serikali zenye thamani ya sh 118,314900.


Raia huyo ambaye ni Mkurugenzi Mtendaji wa Kampuni ya Trans Afrikas Longistics (TALL) alikamatwa na vipande nane vya meno ya tembo, vinyago 11, meno 20 ya tembo, meno 20 ya simba, kucha 22 za simba, ndege mmoja aina ya kasuku, vipande vya miti ya mpingo na idadi kubwa ya vinyago vitu vyote hivyo vilikuwa na uzito wa kilogramu 24, alivyokuwa navyo kinyume na sheria.


Lembeli alisema kuwa hatua ya kuendelea kwa matukio ya kuuawa kwa tembo nchini inatoa ishara kuwa serikali haina haja ya kuchukua hatua kwa sababu inafanywa na watu wakubwa.

SAKATA DAWA ZA KULEVYA

MAWAZIRI, wabunge, maaskofu, mapadri, wachungaji wanaohusika uagizaji na uuzaji dawa za kulevya wametakiwa kutubu, kujisalimisha kwa Rais Jakaya Kikwete, vinginevyo majina yao kusambazwa katika balozi zote duniani.


Kauli hiyo ilitolewa  na Mchungaji wa Kanisa la Kiinjili la Kipentekoste, William Mwamalanga, kutokana na wanafunzi wawili Chuo Kikuu cha Dar es Salaam (UDSM) na St.Gasper cha Morogoro kusalimisha kilo tano za heroine katika kongamano la kidini lililofanyika TAG Mbeya.

Mbali na kujisalimisha vijana hao walitaja mawaziri wawili, Naibu waziri mmoja, wachungaji, baadhi ya wabunge watatu wa viti maalum na wabunge wastaafu wanaomiliki biashara kubwa ndani na nje ya nchi.

Mchungaji Mwamalanga alisema wamesikitishwa na viongozi hao wakuu wa nchi ambao ndio wanatakiwa kuonesha mfano kwa Watanzania kupiga vita dawa za kulevya, lakini wao ndio vinara wakuu wa kuwatumia vijana hao kununua na kuyauza  kinachoshangaza zaidi ni watumishi wa dini, maaskofu, wachungaji nao kuhusika na biashara hii kwa kutumia jina la Mungu kwa namna tofauti na sote tunaonekana tunafanya hivyo,"alisema.

Road deaths, cancer and diabetes becoming Africa's hidden epidemics

Road traffic deaths in sub-Saharan Africa are predicted to rise by 80% by 2020, according to a World Bank report, which found the region to have the highest number of accidents, but the fewest vehicles on the road.
An estimated 24.1 people per 100,000 are killed in traffic accidents every year, according to the bank. Younger and poorer people are disproportionately vulnerable: accidents on the road are expected to become the biggest killer of children between five and 15 by 2015, outstripping malaria and Aids.
"The poorest communities often live alongside the fastest roads, their children may need to negotiate the most dangerous routes to school and they may have poorer outcomes from injuries, due to limited access to post-crash emergency healthcare," the report says.
Aside from the obvious distress caused by accidents, sub-Saharan Africa's high-risk roads have a significant economic impact too. Crashes are estimated to cost African countries between 1 and 3% of their GNP each year, the report finds.

The report considers road safety alongside rising rates of non-communicable diseases (NCDs), such as diabetes and cancer. The authors maintain that both represent largely hidden epidemics in Africa.

The shift towards urbanisation is a case in point. City residents typically take less exercise, triggering diabetes and cardiovascular problems. Rising incomes are driving demand for processed foods that are higher in sugar, fat and salt. The same factors result in increased car use and ownership, and more traffic accidents.
Alcohol consumption links the two. Though seven in 10 adults abstain from drinking alcohol in sub-Saharan Africa, those who do have the highest prevalence of heavy episodic drinking globally, the report says.

The Secretary of the Council of Muslim Organisations in Tanzania, Sheikh Ponda Issa Ponda has been admitted to Muhimbili Orthopedic Institute (MOI) after sustaining arm injuries allegedly from shots fired by the police on Saturday in Morogoro.





The report followed spread of conflicting information on the condition and whereabouts of the controversial Muslim cleric. 

MOI Senior Social Welfare Officer Mary Ochieng confirmed Sheikh Ponda was admitted yesterday at around 11:00am and had undergone major surgeries on his right arm.

“Preliminary X-Ray results showed that the Muslim leader had two fractures on his right arm,” she said noting that further information will be availed today after doctors fully examine him.
“All in all he is doing fine. He can speak and respond to any conversation,” she added.

ONGEZEKO LA GRADUATES BILA KAZI DUNIANI LINAZIDI KUWA KUBWA




It may not seem the obvious place to start a job hunt but a Buddhist temple on the outskirts of Beijing has become a pilgrimage site for some university graduates.
At the Wofo Temple the graduates make offers to the Buddha, hoping that a spot of divine intervention will help secure them a decent job.
English-speaking graduates chose the temple because they believe the name "Wofo" sounds similar to "offer" - as in job "offer" - in English.
One of those praying is Deng Naixin. Despite only being in her second year of a management studies degree, she is already worried about her prospects.
"The situation is getting tougher and tougher," said the 19-year-old. "There are so many graduates now."
"I need to keep working hard to improve my opportunities. But I'm also superstitious so I hope the Buddha will help me out."


But the prayers of today's graduates are largely going unanswered.     This year a record seven million students graduated from China's colleges and universities.

FIRE AT JOMO KENYATTA AIRPORT



Air travellers across Africa are facing long delays after a huge fire ripped through the main airport in Kenya's capital, Nairobi, forcing its closure.
Hundreds of passengers have been left stranded outside Jomo Kenyatta International Airport (JKIA).

The plumes of smoke bellowing from the arrival area of the airport could be seen from as far as 4km (2.5 miles) away. Outside the arrival area I saw passengers sitting on the pavement with their luggage - stranded in the early morning cold.

Those who had witnessed the fire start described scenes of chaos as people ran in the wrong direction, before rushing back out to safety. Some said they heard small explosions as the fire intensified. Hundreds of airport staff were also evacuated from the arrival area.

It was all hands on deck as firefighters from Nairobi County, the army and private firms battled the fire. I saw dozens of army officers with buckets rushing to the scene.

Some passengers complained that they had been left stranded with no information regarding their connecting flights, and no food or water.

Adolescent girls



In Tanzania's remote Newala District, adolescent girls are met with unwanted sexual advances on their way to the neighbours' house, to the water well, to the store. They often feel forced to give in. Sometimes, they're raped. Girls are even scared to go to school because, they say, some teachers "just want to have sex with you."
Such sexual violence puts 12 to 17-year-old girls in these Tanzanian communities at greater risk of being infected by HIV. They're not alone. Globally, girls and young women are more likely to be HIV-positive than their male peers, with females accounting for more than 60% of people between the ages of 15 and 24 living with HIV.

At the heart of these statistics lies the reality that girls' lives are shaped by gender inequalities and norms that are harmful to their mental and physical wellbeing. This was true of the environment in Newala District where International Centre for Research on Women researchers embarked on a participatory research project to better understand the myriad ways that adolescent girls are susceptible to HIV, and design a programme that addressed their most pressing risks. Called "Vitu Newala" or "Yes Youth Can," the effort was conducted in partnership withTaasisi ya Maendeleo Shirikishi Arusha (Tamasha) and funded by ViiV Healthcare's Positive Action programme.

Women choose body art over reconstruction after cancer battle



Undergoing a mastectomy is a harrowing experience. Although a mastectomy is an undoubtedly life saving necessity, there is something primitive and brutal about the removal of a breast. Many women report feeling less feminine after the operation, or say that their sexuality is compromised. Mastectomy scars are rarely neat and can be perceived as disfiguring.
Reconstructive surgery is difficult, expensive and not always successful. A full reconstruction can take several surgeries to complete, and it is highly likely that the reconstructed breast will bear little resemblance to the original or its twin.
As a result, more women are actively choosing not to reconstruct. There is a small but growing trend in the US (slowly filtering though to the UK) to refuse reconstruction and tattoo over the scar tissue instead. For many women, the battle with breast cancer is the most intense fight of their lives and they are seeking a way to acknowledge this, rather than disguise it.
